Beret cover? Work beret? And what is this pouch for?

I have a couple of items that I'm not having any luck identifying. This hat and this pouch, what are they?

The Cap as you call it if a light tan in colour is actually a Cap Cover for wearing with the summer tan uniform of the Royal Canadian Navy.......

It would be put over the White or Blue Officers Cap.....

Google the number on the bag and you will come up with this:

Bag, canvas M.T. .30 cal cartridge-H.D. 1 push/pull snap, 2 rod slots, btm zipper

Don't know if your's has the bottom zipper but it should be the same item anyway. It would attach to a MG mount under the gun to collect the empty casings.
