Don't know where you are located in Alberta but when the Army / Navy shop went out of business here in Calgary they sold off all of theirs for $10.00 each..... Had no where to keep them so I only bought one upper half for $5.00......

If you google mannequins for sale you should come up with some retail dealers.
However if you're cheap like me, check out used clothing stores in your area, they will sometimes have ones they are no longer using - most will be female though.

I have lucked out when various retailers have closed their doors, Sears/ Danier Leather/ etc...
Watch for them, everything is up for grabs. I got a couple of amazing clothing racks as well.
