Unknown Canadian Markings

Hey guys,
I have this rain cape and it has some markings I have never seen before.

The SS beside the C broadarrow and the stamp beside that...it almost looks like a wheel with spokes.
Anyone know what these are for?

Could the mark be a sold-out-of-Canadian-service mark?

Have to bump this again to see what these markings are.

Besides a possible sold-out-of-service mark, the only other thing I can think of is the 'X-men' logo...
